Oddworld Forums has a hierarchic design. There are three Zulags, each with several somewhat separate forums (e.g. Off‐Topic Discussion, Fan Corner). Some of these have sub‐forums (e.g. Welcomes & Birthdays, Non‐Oddworld Art & Literature).
While the staff should be fairly accommodating in moving misplaced posts to their rightful place (as I’ve done here), continually ignoring the structure of the forums by creating threads in the wrong spot despite requests not to could easily count as an infraction.
