As Max said, we can't realy answer, but I wonder if paramonia was meant to be included aswell, since the two places were kind of linked.
I like your dessert idea Slaveless, would of brought quite a bit of famililiraty if included, owell.
But maybe the reason is the link in production in AO and AE (As was needed to be done for the release date of AE a year later), and maybe the levels originally designed for AE were able to make it into AO.
