Mods used to be elected by the members once a year for any positions that needed filling, though this eventually ended up simply with too many moderators, so that came to an end. Now most mods are usually selected by other moderators/admins. If you've been a member for a long time (as in over at least a year, usually two), are still active and have proven yourself to be a valuable member then you might get chosen as a mod. I will say that all moderators were at the very leat mature when they were chosen for the role, even if they've got a bit mad since.
