I've said it in a previous thread, but I've always considered Low and Heroes his best albums.

I really don't like
Low. I think it's far too overrated, and I only like about 2 songs. Most of it's just too hard to get into.
Heroes is a good album though, but the track "Heroes" is the only brilliant song I can remember at the moment. I'm sure there's more..
