That example would be legit if we were talking about having sex with immature animals like puppies. But... we're not. To bad, you lose.
Next to the fact that it would be incest, which is a whole different discussion entirely, a 9 year old girl is not physicaly and emotionaly ready for sex and thus will never ever act on those feelings because she doesn't have them yet. Hence the scenario you provided can not and will not happen. And because it can not happen it doesn't make sense.
