How exactly would you know that? Have they told us it is in pre production/not in production?

The entire story and enviormental things are already plotted out. The story for the games was originaly intended to be a movie and will more then likely show up again in the movie. So yea, in that aspect the movie has been in preproduction for a good 10 years now.
