My mother would always use that excuse when I was being bullied by a boy in primary school. I always thought it was ridiculous that someone who's supposed to like me would be so mean to to me. It's one of the exceptions to reverse psychology.
When I'm bullied, it's always verbal abuse (that's just because the bullier knows I'll sock 'em one if they try to hit me), so I just snap back a super-clever remark back and walk off.
Example:
Bullier: 'Hey, d'you shave your legs yet? I think you should shave your legs.'
Me: 'D'you shave your moustache yet? It's getting pretty long.'
