For me i think that every single soul is recycled since the dawn of creation but every 100 years there is a messiah with a brand new soul which hasn't ever been recycled and there one sole purpose to change the world for better or for worse or indeed what we persive for better or for worse.
Or to save someones life no matter how insignificant the person. Then after they are then they have gods ear in heaven.
Well thats how i imagine it
