Glukkons eyes glow because of their poor eyesight, due to the fact that they like in dark/really bright rooms their entire lives i supposed they evolved like that after years of isolation in a factory. Same goes for sligs. they have really poor eyesight. that's why they wear masks that cover their eyes, to improve vision. Perhaps in oddworld poor eyesight is represented with glowing eyes. and evil, of course. but maybe not evil, maybe just anger... madness, insaneness... I'm not sure why their eyes glowed in the first place. to look scarier?
