You have to make it yourself. You can make an "Unlock Very Hard Lock" spell, provided you already have any Unlock spell, and your Alteration skill is high enough. It may have to be 100, not sure.

Damn, I have it in the 20s or 30s. Though I do have an unlock easy spell.
