Technically, love doesn't always factor into it when you're starting a relationship. You may just really like the person at first and then end up in love.
Anyways, go with the one you really like. With the one that you don't like, tell her. There's nothing worse than getting into a relationship and finding out the other person doesn't feel the same. It will hurt her when you tell her but you'll be saving her from any more hurt.
