Just go into Tools -> Internet Options -> Advanced. Scroll down until you see "Enable Image Toolbar". Untick this, click OK and restart your computer. You can then use the Oddworld Browser without the background.

If you must get rid of it completely, you need to uninstall Internet Explorer 6. Just go to Start -> Settings -> Control Panel -> Add/Remove Programs. Highlight Internet Explorer 6 from the list and click the Add/Remove button.
