Personally, I don't see anything wrong with an 'I'm leavin' topic
as long as its true. Like, I myself posted a topic that I would be leaving unless I found a new ISP. Which I did. I followed my post's content and did not break it.

Because, if they don't want to leave, it's considered polite. And if they're leaving for a purpose and they say what that purpose is, it's a good chance to try and pull the Forums together into a better society so we can please its members and visitors more.
But you're right, people who draw excess attention to themselves are not in the right by doing negative things.
