Incorrect assessment.
I love children, and would like to raise a famly, But this ISN'T a world to bring children into. Its overpopulated, crowded, messy, and corrupt. I would rather not have kids and wait until the population levels out, or never have kids at all.
I'm not stupid or small-minded, but I'd rather NOT and some more weight to the back of the economy.

Well, you're technically still decreasing the population even if you have one child. It only replaces you and your spouse goes unreplaced. And thus, having two children neither decreases or increases the population (at least not immediately; the little buggers that you make may go off and have dozens of kids but that wouldn't be your direct fault), and of course, if you have more than 2, you can feel bad for increasing the population. Or something.
