Sorry to say it but i think that the law in "Allowed to make Rps??? PLZ read!" still works. You must seek a permission to make r.p.g.s in oddworldforums.
It will also be good if you readed "Information and advice for RPG newbies", and "New, detailed RPG rules. Everyone please read".
