Well apparently there is a huge suitcase that holds the entire control panel for launching them that is located somewhere in the whitehouse under heavy surveilance at all time. At least, that was the policy a decade ago I believe. Now it's prolly enough for him to call to the base in question, give them the country to nuke, and be done with it.
