Okay... Honestly?
It's appearance makes my eyes want to commit suicide. Seriously. It's very simple to make/use a forum skin which isn't that one... It's defaulty and awful. But if you insist on using that skin, please change the image-bannery thing so that it 'gels' with the general appearance of the forum.
There are far to many forums. No one wants to trawl through those; they're pointless. Maybe when you have several thousand members you can have that many forums. Until then, keep it simple. [E.G. New series, old series.]

make people not swear. However, you can enforce parental controls. So if someone says f
uck it comes up as ****. You can have a totalitarian regiem - but no one will join your forum.
Don't have 3 moderators for every forum. You don't even need any moderating staff - you could do it all by yourself because you have very very very little members.
Your rules need to be padded out. Give some examples; even if it's just 2 or 3 lines and give reasons to your rules. However you
should pay attention to these 2 rules that you have set on your own board:

Rule #4: Have posts that have a meaning to it. Don't say, "Yeah me too", when three other people just say that. Remember, you don't have to post in every topic.
Rule #10 Annoying members will not just annoy one person, but perhaps the entire board. Please try to avoid annoying people

I recommend working really hard on this forum - I understand that it's your baby and you want people to join but needless whoring out and the general ambiance of the forum is a disgrace. You need to work on that or join the official Dr. Who board.
