Munch's Oddysee that speaks with a Texan accent is credited as “Tex Glukkon” in the game's credits, which is actually a description rather than a name. But that's where the name comes from.

It's probably based off the pneumatic noises he makes when he moved. Personally, I don't like any of the cyborg Outlaws. They are out-of-place and completely frivolous.
