I probably shouldn't say this as it may turn the conversation over to a completely different direction but, given the context in which he said the 10X thing, he probably meant area. He said that the size of oddworld meant that technological innovations moved around slower. So if fire were invented on earth and took 100 years to spread around the whole world, it would take 1000 years on oddworld, thus increasing the gap between various cultures. Thus we can probably assume he meant 10X the area.
