It's about consequences. If they're all scared that games will affect people in this way, then the latter scenario would make shoooting people seem okay. But honestly, I've never heard of games turning people into maniacs, and surely it is better to excersise violence in a virtual environment rather than the real world.
Of course, Rockstar Games aren't exactly helping the cause. After their Hot Coffee scandal, Bully is not exactly a wise move.
You can bet your bottom dollar that the people pushing this bill have never played games before. It's the knee jerk reaction to something new. I remember that exactly the same thing was happening with Rock and Roll when it first came out. These people were in our position, and now they are doing exactly the same thing. Promise me that we will never end up this way.
