They're tribes; it stands to reason they had settlements, because I don't think Mudokons are a nomadic culture, generally. We don't know anything about the settlements, though. They could have been mere villages or cities with the architectural grace of other Mudokon facilities.

there is complete evidence of tribes in AO and AE. the. scrabania and paramonia temples had remains of mudokon civilizations. It stands to reason that we don't auctually see any active mudokon towns (AO and AE) because of most of the two games taking place outside a glukkon factory, where mudokons would be held as slaves
