I think 16 year olds, hell even younger, have a fairly good grasp on life. Perhaps even more so than an adult. You're young, live it like you should. Have fun. If that means having sex, and even lots of it, so what?
I don't see what the huge taboo on under-age sex is. People should be living their lives! Having fun!

To anyone in Britain, did you see that show called 'Let's Talk About Sex' or something like that hosted by Davina McCall a while ago?
Apparently, the majority of teenage girls don't use condoms and most believe that it's not possible to get pregnant during their first time having sex, and that's why Britain has the highest rate of teenage pregnancy in Western Europe.
I'm sorry, but I don't think underage people are mentally or educationally ready to have sex. A world education survey found that sex education isn't amply taught as per the same show.
