Anything horror seems better when compared to RE, but we aren't talking about RE. On a Silent Hill level, SH4 does indeed suck alot of wet ass, mostly because it seemed to lack the psychological horror we've all come to love from SH. That's just my standpoint though.

The psychological horror that Silent Hill is famous for is a direct result of the games ambiguity. We fear what we don't [ or in the case of silent hill, can't ] comprehend. That's not to say that the storyline was overly complicated, but many of the creatures and visuals were just, well, wrong.

While the fourth installment was fairly mediocre, it still made me throw down the controller a few times.

As far as the RE series is concerned, the first two games were great. 4 was great. Not really scary, but fun none the less.
