Konomi just wanted to get away from the " I got to go to Silent Hill to find ______." storyline.

Nah.
They just adjusted the name/plot for an entirely new game to shy away from the dangers of launching an entire new franchise. It wasn't initially intended as a SH game at all.
In other news, I want to see the movie. It looks good.
