Limitations of the characters as an enemy in a 3D environment, I guess.

Why were there no elums in SW? It was a western style game wasn't it? And what are elums if not Oddworld's horses? Did anyone else notice this?

There probably just wasn't a need or desire for one in the game. Stranger certainly didn't need one. Outlaws on horseback would have been neat, though. I'd be surprised if that idea didn't crop up in someone's mind, so it was likely rejected for a reason.
