Lockpicks? Try the Thieves Guild. In Waterfront, there's a small village south west of the main buildings, really close. There's a wall that connects one of the houses to the main wall. At midnight, there should be a Redguard standing there. Pickpocket him (Endless supply). Also, alot of bandits have Lockpicks, as well as some Goblins. You should try Nocturnals Shrine Quest too, a 40 points bonus to the Lockpick skill, and the unbreakable Skeleton Key (Not handy when Security is major skill, will hardly level up then...)

Grand Soul Gems? Have you tried the shop in the Cyrodiil Market Place? When facing the main shops (2 locations), it should be in the back left corner. Mystic Emporium or something. For the rest, they are leveled loot.
