This guy has ADHD, a mental illness which makes you misbehave and hiperactive, and sometimes, uncontrolable. This is probably why he does such a thing.
Some People say Lucas doesn't take legal action because a) He doesn't want to be seen taking action against someone with an ilness who can't stop themselves from doing this. b) Mikey Suttle's father is a really succesful lawyer in CA. However, Lucasfilms aren't scared by some lawyer, so that is crap. I go with the first one.
