Coolmanbizkit, if we're all phycic or even empathic we'd only need to walk by someone who did it and we'd know.
The idea is that if everyone can hear/sence everyone else, the entire world would know if you comited a crime (or were thinking of comiting a crime). Of course there's the more likely sceinario that one depressed person would make everyone feel bad, resulting in a negative feed-back loop until everyone comits sucide (like when you kill two muds on the same screen in AE!)
