I think thats the echoe of Stranger's voice in the sewers. In text form that is.

Where I was standing, there was no echo. The reason I think it might count as a glitch is that it usually seems that if you make Stranger talk as you get close to a spot where he talks automatically, all you hear is his normal self-speak. You won't hear the automatic speech at all. It only happened just that once.
