I mean, when you've just fought your way through the Wolvark base and get to the boat, doesn't the Grubb you talk to let slip about some of them doubting Stranger? But then kinda covers himself with 'but only a true Steef warrior could have fought all them Wolvarks'... So maybe they weren't entirely sure and sent Stranger on a sort of 'test'.

That's exactly why they sent him to make his way through the Wolvark Docks, to test he was a Steef Warrior. I thought that was relatively clear in the game. Notice they say the only way to get to the Boat Cave is through the facility, but there's actually a shorter way that avoids it completely - that's why the Grubbs get there before Stranger does. I think Stranger even questions how they did that.
