I don't think they give that impression of closure or the end of the Cartel in the slightest.
In fact, in the Good Ending of Munch's Oddysee, the newspaper makes a point of mentioning that Margaret is still alive on Life Support without the precious lungs.
However, on an individual basis, I think it successfully implies closure for the Munch character. He has escaped from his torment, witnesses the destruction of tormentors and rescued the last Gabbit eggs of know existence. There is ever implication that he will go on to father the Gabbits and that the species will survive.
Abe didn't really have any closure, but Abe had really bugger all in that game. He rescued his unborn brothers, which is essentially rescuing slaves before any of the trademark mistreatment. It just seemed to be another thing for Abe to do.
