I'm truely stumped on this one. The only thing that I can think of is security, but we have no idea how much security Lulu had compared to any of the other bidders. I have a more tenuous idea: in telling Abe and Munch that they must help Lulu, the Raisin actually managed to get them to close a number of factories in the Wilderness Region. There's a retrospective suggestion.
Kind of on a tangent, but the purpose of the Lulu Fund itself was to allow Abe and Munch to build Lulu's fortune without having to actually control Lulu himself. I'm fairly confident that was the designers' way of keeping Lulu from becoming as important a character as Munch, which I know was an issue they had with the original idea.
