What the hell are you talking about??? The Elder Scrolls Series First Came out on PC, and every other game started on PC, well TES games. Originally Oblivion is ment for the PC. X360 is, in a way, a secondary system for the game. The only problem they had was the fact that some PC's wont be able to handle it, and the 360 burns out quickly, but other than that Oblivion Is Ment for the PC.
