Yep, although Necrum Mines is a bit interesting. The original premise of
Abe's Exoddus, which was never stated in the game was that the Mines were built because the Magog Cartel had lost its primary source of Mudokon bones, RuptureFarms. This adds to the whole concept of Abe causing more troubles despite his good intentions. But seeing as how Abe arrives at Necrum Mines just one day after RuptureFarms is shut down, we must assume the Magog Cartel have a rapid construction fleet.
