You know in Abe's Exoddus, in the main lobby? Well if you go down by the Greeter, you will see a "VYKKER'S LABS. COMING SOON!" sign. Perhaps this could be the "second Vykker's Labs" you are talking about.

Well actualy, that would be the entrance to one of the meetle platforms of the FeeCo Depot. At least that would be my best guess, since the sign is infact above a door.
