As far as Meetles go, you're ALL correct. Meetles start out as cute little pink larvae, and depending on their diet they can grow into a number of different forms. When fed plants and raised kindly by the Mudokons, they grow to be those round-shelled beetles or the blimp-like creatures. When fed meat and raised by the Industrial powers, they become either the triangular-shelled, weapon-equipped Mugs, or that strange thing with the mechanical legs and big mandibles.
We should also bear in mind that these are concept art sketches we're looking at. Abe's design went through a lot of versions before he appeared in a game. It's quite possible that the Inhabitants never quite decided on what Meetles would actually be.
I think we can keep our hopes up that these creatures will appear in future games. After all, look at Mr. Sekto! The parasitic Oktigi first appeared in the production art for Munch's Oddysee (the Glukkon family tree image), only to return as the main villain in Stranger's Wrath. Same with the Gloktigi. Oddworld Inhabitants most likely has a large collection of creature designs waiting for the right game to appear in.
