I think Lorne made OWI make sure their games were easier following a large body of criticism that Abe's Oddysee was too hard. Lorne would rather gamers were exposed to the story and the situation of Oddworld, something that can't progress if the player is stuck on Level 4.
That said, with the gameplay required to get through the game being relatively easy in Stranger's Wrath, there was plenty of replay value added by the opportunity and incentive to play through the game capturing as many Outlaws alive as possible, which is a much more puzzling feat. Sadly, unlike the Angelic Quarma of the other games, there's no reward for this accomplishment.
