I can't think of a purpose for a Steef statue. Since the characters who would build factories are the industrial races, the native Steefs probably won't feature.
That said, since Oddworld is all about Industrialism Vs. Spiritualism, perhaps there can be native characters who build temples and huts on the land so Glukkons can't move in.
