NTSC is the video format used in the US.
PAL is the format used in many other countries.
They encode the image information differently. Also, PAL works on a frequency of 50Hz and NTSC is on 60Hz (those being the AC power frequencies in the relevant countries)
If you put an NTSC video in a PAL machine, it won't play. But most DVD players can make the conversion.
