Steef, Stranger's species, are protectors of grubbs, who are the embodiment of the "native" scene in OSW. Stranger himself has given up, or possibly never knew, the native protector role. Instead he's allied himself with the Clakkers (who hate him once he's outed as a steef) in order to fit in with the dominating industrial culture. Through no fault of his own, he's thwarted in this endeavor and becomes indebted to the natives. If he'd had his way, he would've been an industrialist, although in terms of species roles he's clearly a native. For Stranger the choice was a question of self-preservation. He just thought the industrialists were going to come out on top.
It seems like Stranger would probably have to NOT know the precise nature of his genetic and cultural heritage in order to do this, but I don't know how much solid evidence there is either way.
