Actually no it's not, it's a myth. If we only used 10% of our brains we would either die, or we wouldn't be able to do anything other than sustain a heartbeat, digest food, and maybe be able to emit pavlovian grunts.
We use our whole brain, each bit functioning independantly but in coordination with all the others to achieve an overall cohesive operative state. If you've ever seen a video of a brain scan as the brain is working away, you'll know what I mean when I say that the whole thing literally lights up with pulses of activity.
Biologists have been unable to detirmine or even speculate on what part of the brain would be used for telepathy. But I find it interesting that in all tests involving self proclaimed telepathics, they all lose their psychic ability in a controlled environment,
