oh sorry...
well... that's a very good question LW. Alca has the whole responsibility of the tibe till his bro's will take their part. what i'm trying to say is ; that Alca will gather the Steefs to a meeting and tell everybody about his plans... a pretty or a very tough quest for Alca to do.. then we have two other choices:
1) if Alca doesn't split the tribe then his bro´s will knock him out again but in a diffrent way (and the people LOVES Alca and they don't want their leader to get killed).
2) if he rather had stayed as the leader and didn't care bout his bothers threat, then he'd risk not only his life but the tribe itself, cuz the brothers is more of a threat to the tribe than to Alca.
to sum up these ones...
3) Alca doesn't want his tribe to get destroyed by his bro´s and he doesnt want to get killed himself so, he comprimises by doing this spliting of the tribe and letting each one of his fellows get thier share and then move to diffrent directions.
why they're moving to other directions is; if all of the leaders are going to stay at their place then it could be more problems.
