Hate to answer my own question but in case someone else runs into this and does a search..I will. The missing scrub is on a platform above the three exploding crates at the other end of the level.
I finally finished with completely perfect quarma (no missing fuzzles, Scrubs or even a single dead native) and all I got was a loosy newspaper!!!
