The Prime Minister is always "seen to be doing something". Really he himself is one big publicity stunt. He's an actor playing a character, a pretty picture of a person painted by his advisors - he's like the publicity front of a company, he's the shiny packaging, he's the hero, he's the amazing faultless wonderful person.

Indeed. The main-man is always the chancellor. They run the country. The PM is just the charismatic, salesman type presenter of the party. Which is why Labour have no opononents, no-one can beat Blairs charisma or ego.
