Well, read what people have said, if you want a licence, you'll have to demonstrate that you have the necessary knowledge and experience to be capable of making an RPG. Saying you've made RPGs before is a pretty useless statement, for one thing, even if you have made RPGs, that doesn't mean they were good ones (no offence intended), and your saying you've made them doesn't prove anything either. I'm not saying that you're lying, I'm just saying there's not much point saying that without appropriate action to back it up, because it's a pretty hollow argument for getting a licence.

Well, forget about the whole "3 months" thing, because even I think it's too long. I mainly just give licenses out when i think a player is ready...

I think this is a good idea, in my opinion the amount of time someone has been RPing is irrelevant, it needs to be based purely and simply on whether they are capable of doing it or not. And as the Brew Master pointed out, some people learn slowly, some people just refuse to learn, and, of course, there are those that learn quite rapidly. So, the only accurate way of determining if someone's ready is by watching what they do, not looking at how long they've been doing it.
And, looking at our RPG moderator, I think we've got a pretty good judge of that.
