The traveling merchant from Resident Evil 4. Best non-villain NPC. Ever. For serious. He totally rivals Pyramid Head for my favorite video game character of all time.
Also, add Dr. Salvador from RE4 and Walter Sullivan from Silent Hill 4 to my list.
