Not necessarily number 1. The numbers may only count for the airborne ones. Home base may be something completely different. And I doubt they would keep Sam there as the whole point of Vykker's Labs being airborne was for security. Sam would be kept in as safe a place as possible.
I wonder why the lab in MO had so many egg crates there if Sam wasn't on board. What do you think they did with them?
Is my memory screwing up or do I remember hearing something about Sam being kept in the ruins of RuptureFarms?
