So its settled (at least for me).
The sign in Feco points to the Underground Vykkers Labs entrance (which I am guessing is Number I and were the over ships can come for fuel), and Number I is were Sam is.
Abe and Munch (and the Fuzzles) blew up Number 13 so there are at least 11 more Airborne Vykkers Labs out there.
