Um...they are.
If you're talking about a sudden, mass revolution...it's a bit more complicated then that. Some are drunk of SoulStorm Brew. Some just don't care, or are hopeless. Plus, the industrialists do have technology on their side.
A revolution may be possible one day...but not yet.
