Although.... maybe reversable castrate everyone at birth or so, they can undo it if and when they decide to have a family, assuming they have earned their right to / at least haven't forfeit their right.

Now that's a bloody good idea. Force people to undergo a proper test to become a parent (rather than just the practical, as it were). Then you could weed out everyone who hasn't the right psychological temperament to be a parent, which would have the added effect of reducing the birth-rate and stopping overpopulation.
And as an added benefit; say goodbye to unwanted teenage pregnancies!
